Tripods are generally permitted in the outdoor areas of Yungang, including in front of the open-air colossus in Cave 20. Inside the smaller enclosed caves, staff may ask you to fold the tripod due to narrow spaces and to protect the pigments. A monopod or handheld stabiliser works better for the interiors.

They let me use my tripod in front of the big outdoor Buddha, no issue. Inside one of the painted caves, the guard pointed at my tripod and shook his head, so I just handheld. The open area is huge and you can set up properly there.
