Spring (March - May) and autumn (September - November) are the best times. The weather is mild, making it comfortable for walking around the outdoor sites like the Terracotta Warriors and Lishan National Forest Park. In summer, it can get quite hot, and in winter, it might be a bit cold, especially if you plan to enjoy the hot springs at Huaqing Palace.
